Academic Ombudsman - first contact point
Academic Ombudsman for student and employee affairs
Students, doctoral students, and administrative and academic staff at the University of Warsaw can contact the Academic Ombudsman Team requesting help concerning the university and its community. The Academic Ombudsman’s role is to assist in conflict resolution and ensure that all academic community members are treated fairly and equitably. Furthermore, the Academic Ombudsman is to prevent bullying and unethical behaviour and help settle problems in this respect.
The Academic Ombudsman team can be contacted on any case, which will be reviewed with due respect to the principles of confidentiality (in terms of both the information provided to the Ombudsman and the identity of the reporting person), independence, neutrality and informality.
Having defined the problem, the Academic Ombudsman will offer possible solutions. Reports can be made in person as well as by email or telephone. The Academic Ombudsman can only intervene in the case after a personal meeting and obtaining the written consent of the reporting person.

Equality Plenipotentiaries at faculties - first contact point at faculties and doctoral schools
Equality Plenipotentiaries at faculties:
- they may be contacted and consulted in connection with discrimination cases in the given organisational unit;
- they cooperate with the authorities of the faculty, the Academic Ombudsman for Student and Employee Affairs and the Chief Specialist for Equality at the University of Warsaw as regards anti-discrimination, etc. and shaping an atmosphere of equality and respect for diversity, maintaining an equal atmosphere in the daily life of the faculty;
- at the beginning of every academic year, they provide students and employees with information about the support system at the faculty and the university, as well as information about equality courses and training;
- they collect data on good equality practices in the faculty, information on research and statistics;
- they promote university-level equality and similar activities (e.g., anti-mobbing) at the individual level;
- participate in training and university networks with their counterparts in other organisational units.

Support in cases of discrimination
Procedure for reporting discrimination, including sexual harassment and unequal treatment
There are two ways for reporting discrimination and unequal treatment at the University of Warsaw:
- Informal resolution by the Team of the Academic Ombudsman
A person who comes to the Academic Ombudsman with a problem of sexual harassment, discrimination or unequal treatment can be supported by the following actions:
- listening to and supporting you in choosing how to resolve the problem, including helping you name and diagnose potential legal and psychological violations, as well as providing relevant information on the University of Warsaw’s rules and regulations;
- intervening in the case, e.g., by talking to potential perpetrators or their supervisors to provide feedback, highlight irregularities and call for an end to violations;
- support for the resolution of conflicts accompanied by discrimination or unequal treatment, e.g., by mediation;
- support in contacting other university units providing psychological and legal assistance, including assistance in initiating action under the Anti-Discrimination Procedure;
- forwarding the information presented to the authorities of the unit or the university, in particular, drafting a request to the Rector for the initiation of disciplinary proceedings.
The initiative belongs to the reporting person to decide what action is to be taken by the Academic Ombudsman. Neither the Academic Ombudsman nor representatives of their team intervene without the consent of the reporting person, except for life and health emergencies.
The Academic Ombudsman’s Team can be contacted in person, by email or by telephone. The Academic Ombudsman’s office hours take place on Monday and Thursday from 11:00 to 14:00 by appointment.

- Formal submitting of a complaint against discrimination and unequal tretment
Formal submissions of complaints to the Anti-unequal treatment and discrimination Commission are regulated by the ordinance of the Rector of the UW No. 21 on policies on preventing unequal treatment, discrimination, mobbing, and other undesirable behaviour at the University of Warsaw.
The ordinance describes step by step who is entitled to submit a complaint, how to file a complaint, how the proceedings are conducted and what are the consequences of confirming undesirable behaviour.
Initiation of proceedings
It is necessary for the person directly affected by event to report the case in person. The person charged in the procedure must be an employee of the UW, a PhD student or a person studying at the UW. They have to be necessarily affiliated with the UW. Former employees and Ph.D students and students are not subject to the procedure. Yet, the person affected may be someone from outside the UW.
A complaint is public and is submitted to the Team of Coordinators for counteracting unequal treatment, discrimination, mobbing and other undesirable behaviour (either in person or via email: zespolkoordynatorow@uw.edu.pl). The Coordinator, after having met with the person(s) affected and gathered evidence, initially investigates the case and, if the discrimination or unequal treatment is confirmed, refers the case to the Unequal Treatment and Discrimination Commission. In other cases, the Coordinator may refer the reporting person, with their consent, to the appropriate university unit that can assist in resolving the problem.
Proceedings
Information on the initiation of proceedings before the Commission is forwarded to the charged person and their supervisor (from the moment the case is reported to the Commission, the proceedings cease to be confidential). The purpose of the proceedings before the Commission is to express an opinion on the complaint and provide recommendations on further actions.
The proceedings conducted by the Review Team should be completed within four months (in justified circumstances, this deadline may be extended)
The Commission committee has the right to recommend remedial measures relating to the context of a given case (e.g.: an obligatory participation in anti-discrimination or anti-mobbing training or workshops, an obligation to apologize, refer the case to a disciplinary spokesman, terminate an employment contract or civil-law contract, towards the injured person: psychological support, change of class group, examiner, supervisor or auxiliary supervisor, transfer within the University structures).
The opinion of the Commission, containing a written justification of the adopted position, is forwarded to the Rector and the head of the unit or other appropriate superior, as well as to the person initiating the proceedings and the person against whom the proceedings were pending.
Consequences of the Commission issuing an opinion:
If the Commission finds a case of unequal treatment, discrimination, including harassment, sexual harassment, mobbing or other undesirable behaviour, the Rector may decide to:
- imposing a warning if the act constitutes a minor disciplinary offense and proving guilt does not require explanatory proceedings;
- imposing a disciplinary penalty under the Labour Code;
- instructing the disciplinary spokesman (respectively for employees who are academic teachers or for students and doctoral students) to conduct explanatory proceedings and, if there are grounds, to initiate a disciplinary procedure;
- termination of the employment contract or the civil law contract;
- application of the remedial measures recommended by the Commission.
The Rector, within one month of receiving the Commission’s position, informs in writing the relevant Commission and the Coordinator, as well as the reporting person, the person whom the report concerns and the superior or head of the relevant organizational unit about any further actions taken in the case.

Unequal Treatment and Discrimination Commission
The Commission was established in 2010 by the ordinance the Rector of the University of Warsaw. It aims to prevent discrimination based on any legally protected value and ensures that the principle of equal treatment is respected at the University of Warsaw. Its members are the academic staff of the UW, distinguished by knowledge and experience in preventing discrimination.

Support in cases of mobbing (workplace bullying)

A reporting person or accused person may be an employee within the meaning of Article 2 of the Labour Code, a doctoral student as well as a natural person providing services to the University of Warsaw on the basis of a contract for specific work, a contract of mandate or any other contract for the provision of services concluded by that person with the University of Warsaw, regardless of the type of work and position held.

Mobbing and other undesirable behaviour Commission
The Commission seeks to prevent mobbing (workplace bullying) at the University of Warsaw and support building relationships based on mutual respect between people working there. The Commission investigates and issues opinions on mobbing charges. In addition, the Commission is responsible for gathering data on manifestations of mobbing and good practices related to mobbing prevention and its effects.

Students' support in cases of sexual harassment
Consulation Team on sexual harassment by Student Ombudsman Team
Consultants working in the Student Ombudsman Team lend support to people who have experienced sexual harassment. They help find legal and psychological support (also free of charge). They can refer the reporting person to the appropriate institution at the University.
The consultants maintain an anonymous list of cases that have taken place at the University, which will enable intervention if both Polish law and University regulations are violated.
The team guarantees complete anonymity and does not report cases to university authorities.

Supporting persons with disabilities at the university
Office for Persons with Disabilities at the University of Warsaw
Office for Persons with Disabilities is a central unit and part of the Education Support Office, whose task is to help and support persons with disabilities, also candidates – in adapting the form of the university entrance exam to their needs, students in completing their course of study, and people working at the university. The Office for Persons with Disabilities can be contacted by anyone who has difficulty in studying or undertaking other essential activities necessary to fully participate in the academic life at the University due to a health condition.
The Office for Persons with Disabilities takes action on behalf of people who register by completing the questionnaire available at www.bon.uw.edu.pl first, then sign up for an appointment with our consultant by phone or email and outline their health situation.

The student tutoring program was created for students on the autism spectrum who need support in functioning at the university. As part of the program, you will regularly meet with another student (tutor) and discuss current matters related to your studies, as well as solve problems.

Club for neurodiverse persons at the University of Warsaw
The club is aimed at a broadly understood group of neurodivergent persons (including people on the autism spectrum or with ADHD) who are students and Ph.D. students of the University of Warsaw – you do not need an official diagnosis to apply!
Meetings at the club are held from April 4, 2024. The events are an opportunity to, among others: to spend time together and develop social competences.
Club meetings are intended for neurodiverse people from the student and doctoral community. They will take various forms: from creative and artistic, through self-help, to social competence workshops.
During the meetings, topics such as difficulties in establishing new relationships, loneliness or feeling lost in social situations are discussed. The club is, above all, a space for integration and having a good time.
Events within the Club for neurodiverse persons are conducted by volunteers from the UW community under the supervision of employees of the Psychological and Counselling Services Centre (CPP UW) and the Volunteer Centre of the University of Warsaw.
The meetings are held at the CPP UW at Pasteura 7 street on the first floor in room 106 every Thursday from April to June (except holidays). The number of places is limited. Registration for the meetings are made via the registration form.

Legal support
The Centre for Conflict and Dispute Resolution at the Faculty of Law and Administration UW
The Centre for Conflict and Dispute Resolution is an organisation whose statutory objective is to promote alternative dispute resolution. The Centre conducts comprehensive activities to popularise and develop mediation and other alternative dispute resolution (ADR) methods, which contributes to the creation of an open civil society. They rely on the experience and knowledge of the academic staff of the University of Warsaw and the support of numerous experts and institutions collaborating with them.
If you contact the Centre for Dispute and Conflict Resolution (either by phone or email), the case is initially considered. Then, the other party to the dispute must agree to mediation. Finally, a mediator and the place and time of the mediation proceedings are determined. Upon the request of the person reporting a problem, mediation proceedings may be conducted remotely without directly confrontation between the two parties in justified cases.

Student support – free legal assistance
Legal assistance at the Law Clinic is provided by students who, under the guidance of an academic staff member, are engaged in giving free legal advice across many fields of law (e.g., labour law, civil law, criminal law, medical law, human rights and others), including assistance to victims of violence and discrimination. At the Law Clinic, there is also a section dedicated to helping refugees.
Anyone who cannot afford professional legal counselling due to a difficult financial situation can make an appointment with the Law Clinic staff. Appointments with the people providing legal assistance at the Law Clinic may be made by telephone or email. The case is initially considered, and the staff decide on possible action and legal assistance during office hours.

Academic Legal Counselling
The Academic Legal Counselling service provides free-of-charge legal assistance to students of Warsaw’s universities in typically academic matters (e.g., rules and regulations of studies, regulations of financial support), as well as in the field of, i.a., civil law, family and guardianship law, labour law and administrative law. Counsellors working at this institution are students in the final years of their studies, graduates and doctoral students of the Faculty of Law and Administration of the University of Warsaw.
The Academic Legal Counselling service addresses its offer to students of universities in Warsaw. All you need to do to obtain legal counselling there is to come to the institution during office hours and show your valid student ID card. It is essential to take the case documentation with you. LEGAL ASSISTANCE DUE TO PARTICIPATION IN PUBLIC ASSEMBLIES
As of 1 March 2021, the web address interwencjauw@adm.uw.edu.pl was launched.
It aims to provide legal assistance to all members of the academic community who feel aggrieved by violations of their civil rights and freedoms concerning their participation in public assemblies.
People who need legal assistance can write to the above address describing their situation and indicating what type of assistance they require. A response on possible forms of further legal assistance will be sent within 24 hours.
If you have any problems or concerns, you can always contact the Academic Ombudsman for Student and Employee Affairs, who can support you in reaching support units.
Psychological support
Psychological and Counselling Services Centre
Psychological and Counselling Services Centre is a central administration unit dedicated to providing free psychological support and undertaking mental health prevention activities for students, doctoral students and staff of the University of Warsaw. It guarantees support for LGBT+ people.
Visits to the Centre can vary in nature: they range from a single consultation, a series of intervention-oriented meetings, individual short-term psychotherapy, and time-limited group psychotherapy to the opportunity to participate in workshops and psychoeducational work.
Therapists working at the Centre are obliged to maintain confidentiality at every stage and provide assistance under the provisions of the Ethical-Professional Code of a Psychologist and psychotherapist.
Consultations for students take place in person at the office of the Psychological and Counselling Services Centre at the Psychological Consulting Desk (PZK UW), which is a reception point for the Centre. Support for transgender persons (data in USOS and other systems - advice)
In the 2022/23 academic year, a working team appointed by the Vice-Rector for Studies and Education Quality, Prof. Sławomir Żółtek, composed of dr hab. Julia Kubisa (chairman), dr Anna Cybulko (Academic Ombudsman) and Klaudia Pożarycka (USOS expert) prepared a comprehensive project allowing the introduction of an overlay with preferred data covering the record data to USOS and APD (Theses Archive).
This solution is intended to make it easier for transgender and non-binary persons who do not want to use their birth certificate data.
It was designed for students and Ph.D. students. Based on the experience of this pilot solution, a tool will be created for persons working at the university.
What is the difference between record data and preferred data?
Due to the lack of systemic solutions at the national level that would enable transpeople to use their preferred data, we have created a system that supports these people at the university level. This is the first comprehensive system solution of this type.
Out of respect for transgender persons, we assume that a trans person’s name is as indicated in their preferred information. This is how we address them in classes, during exams, and this is how they are addressed on the list of graduates.
Transgender persons experience various types of stress and discrimination related to the fact that they cannot live in accordance with their gender identity. We want to make life a little easier for those who need to use preferred data, because every person has the right to study and work in decent conditions.
When entering preferred data, an alias of the email address will be created and the preferred data will appear on attendance lists.
This does not mean that the record data is canceled. All documents that go beyond the University of Warsaw, such as a diploma thesis, are published using record data.
At what stage is the project implementation?
The project was approved by the UW Legal Office and went through consultations with the UW Students’ Council and UW Doctoral Students’ Council and the Queer UW scientific circle.
Then it was transferred for IT implementation, which is currently taking place.
So what should I do if I don’t want to use record data?
We currently recommend that those persons who want to use preferred data:
- contact Magdalena Miksa from the Academic Ombudsman Team, who will help in creating the email address: Magdalena.Miksa2@adm.uw.edu.pl
- contact equality plenipotentiaries at faculties – these persons will help in informing lecturers about the preferred data, to avoid situations where the attendance list with record data is used.
